With reference to the official letter from
this department No. F 4541/118/10 of the 6th June,
concurring in the terms of the reply which the Colonial
Office proposed to return to the Governor in the matter
of the establishment of a high explosives factory at
Hong Kong, we feel that it may be of interest to you
and to the Governor to have a rather fuller explanation
of our views on this subject.
2. In the first place it appeared to us in
considering the question that if the export of
explosives for the use of the Chinese Government
were to be forbidden it must be forbidden on political
rather than on legal grounds.
